“I Do” garter is the one you keep. Some people have a special garter they want to keep forever. Such as one from their university, etc.
The “tossing” garter is worn lower so the groom can retrieve it. It’s usually a more simple garter, therefore doesn’t cost as much. However many brides just have one garter and let the groom toss it. They don’t want one to keep. It’s a personal choice.
You don’t need to have one in you wedding if you don’t want to. Like other people said, one is for you to keep and the other is the one the groom tosses, just like you throw your bridal bouquet. He doesn’t necessarily need to take it off with his teeth, he can easily do it with his hands. Having a garter will not make or break you wedding party.
I’ve never heard of an “I do” garter before. The tossing garter is for the reception when the groom is supposed to take it off you – yes, usually this is done with his teeth.
I find the tradition of the garters tacky so I didn’t wear one for our wedding.
